La Gazzetta dello Sport says Spurs will assess whether to make a move for Frattesi in the coming days.
Inter are said to be reluctant to sell the midfielder, but will come to the table with an offer of 45 to 50 million euros.
Frattesi himself would prefer more regular football at Inter, although he insists he is happy with the Nerazzurri.
Former club Roma is also monitoring his situation.
