OFFICIAL: CSD backs Barcelona—Olmo & Pau Victor to stay registered this season

The Spanish Higher Sports Council (CSD) announced that Barcelona's profession had been successful, so Dani Olmo and Pau Víctor could remain registered until the end of the current season.

On Thursday, the Spanish Higher Sports Council approved the profession that was submitted by Dani Olmo, Pau Víctor and FC Barcelona on January 7, thereby destroying the decision of the Coordination Agreement between the Royal Spanish Football Federation (RFEF) and La Liga.

During the entire process, after hearing opinions from all parties, it was clear and unambiguously established that the supervisory committee had no authority to decide on pre-registration or the licenses requested by FC Barcelona.

The functions of this committee are clearly explained in the current coordination agreement between the RFEF and La Liga. In particular, Chapter 5, paragraph 19, the committee assigns the following roles:

• Interpretation of the application of the clauses of the agreement.

• Monitoring the enforcement of the agreement.

• Promotion of activities to improve the effectiveness of the agreement.

In their statements, La Liga and the RFEF argued that the supervisory committee did not make a decision, but only confirmed or approved a decision by other competent authorities.

However, it is clear from the challenged decision that the supervisory committee has not confirmed or approved or has made a decision by La Liga or the RFEF. Instead, it explicitly decided “not to grant the pre-registration and final license by FC Barcelona for players Dani Olmo and Pau Víctor.”

Invalid

Since the Commission was missing the corresponding authority and the decision did not constitute a confirmation or approval of a prior valid decision, the ruling on pre-registration and license must be considered invalid.

In the law, the substance and reasoning behind a decision are just as important as the form, the procedure and the authority of the decision -making body. Legal advisers of the RFEF also stated that decisions must be made by the correct authority, and that every opinion “should not harm a decision that can ultimately be taken by the competent authority.”

The registrations of Olmo and Pau Víctor remain valid

According to this resolution, the registrations of both players remain valid, especially since the RFEF itself admitted that “no federal resolution was issued to cancel the licenses”, a condition that would be required under the resolution of 30 June 2022.

In any case, the professional status of OLMO and Pau Víctor has been protected since 8 January by urgent interim measures against the CSD, the only purpose of which was to prevent irreparable damage before the conclusion of these procedures.

CSD does not evaluate La Liga's financial checks

Finally, the CSD emphasized that this attraction has nothing to do with the financial control of La Liga about its member clubs. These functions fall under the assignment of the budget verification body of La Liga and, in its second phase, the Economic Control Committee.

If La Liga's budget verification agency validated the financial operation on January 3, 2025, but later took another position on the same matter, that is an internal issue of a financial and regulatory nature that must be resolved in the context of La Liga.

Ultimately, because the correct procedure was not followed and the decision -making body had no authority, the decision of the supervisory committee of the coordination agreement between the RFEF and La Liga is deemed completely void, and all resulting effects must be canceled.
