Chelsea can exploit FIFA rule change if £30m Liam Delap transfer clause triggered

Chelsea focuses on Ipswich striker Liam Delap and Bournemouth Center-back Dean Huijsen, but both players have been drawn up to represent their countries at the U21 European Championship this summer

Liam Delap and Dean Huijsen could generate a Club-Versus-Country row this summer-as they agree to draw for Chelsea. Both players are currently in line for England and Spain at the U21 European Championships in Slovakia.

However, if Chelsea pushes for the duo for the duo at the beginning of June, both countries would be powerless if the blues decided to include Delap and Huijsen in their team for the club World Cup.

For each FIFA rules it is not mandatory for clubs participating in the 32 team tournament in the United States to release their players for international service.

And that would also affect three Lions U21 boss Lee Carsley if he wanted to select Manchester City Rico Lewis, James McATee and Nico O'Reilly in the midst of his search to defend the trophy.

FIFA actively encourages the participants in the World Cup to call their strongest possible team, since there is a record -breaking £ 775 million in prize money for the taking.

And strict tournament regulations will also prevent Chelsea and City from leaving the most important stars at home to rest after a long domestic season.

Moreover, FIFA has already approved an extra transfer window between 1 June and 10 June, with which Club World Cup participants can make new signing sessions prior to the competition that starts on 15 June.

Sources indicate that Chelsea is planning to make a fast start of their summer company and Ipswich striker Delap, which has a relegation clause of £ 30 million, and Bournemouth Center-back Huijsen, which has a buy-out clause of £ 50 million, are considered two primary goals.

However, Delap is also sought by Manchester United, and if he would move to Old Trafford instead of Stamford Bridge, he would be free to play on the U21 euros with England.

The blues are confronted with fierce competition in the race for the highly tied Huijsen's signature with Liverpool and Arsenal also sharp, but they have other options on their shortlist, including Ajax's Jorrel Hato, Everton's Jarrad Branthwaite and formerly Cobham graduate.

Both Chelsea and City are expected to have conversations with the FA and other respective national team federations in due course about the possible availability of their stars. Sources have indicated that the availability of each player is determined on a case -by -case basis.

If both clubs believe that the development of a player would be better served by the U21), they can still release them for their countries, but the FA is fully aware that the club World Cup has priority.

Another reservation is that the club World Cup will form an important part of Chelsea and City's pre -season schedule. Neither of the parties has planned friendly competitions to date.

Enzo Maresca in particular is expected to use the tournament to investigate a wide range of players with Kendry Paez, Andrey Santos, Djordje Petrovic and Mamadou Sarr among those who could prevent the blues.

In the meantime, City and England U21 ACATEE recently stated that he would let Pep Guardiola decide his destination and to appear to appear at both games, if possible. Senior international players can still represent their countries between 2 June and 10 June before they are taken to the club World Cup.
