Tottenham Vooruit Mikey Moore is expected to become a member of Rangers for a seasonal loan agreement.
The deal does not include an option or an obligation to buy the 17-year-old.
Moore, who can play over the front line as a winger or number 10, is one of the most exciting prospects of Tottenham.
Spurs and Moore believe that a season of the first team football is required for his development, whereby the player Rangers chooses despite various offers in the championship.
The England U19 International made 12 performances in the Premier League last season and registered one assist.
Moore also played five times during the Europa League-winning campaign from Spurs and scored his first goal for the club in a group phase victory on Elfsborg.
Rangers in conversations to sign Antman
Rangers are also in conversation with Go to Vo Eagles about the signing of wing player Oliver Antman.
Reports of an agreed deal are considered premature, with the 23-year-old still training at the Eredivisie Club.
Russell Martin wants to add Wingers to his team this summer and has already signed seven players in this window.

Rangers starts their 2025/26 Scottish Premiership season in Motherwell on Saturday 2 August, live on Sky Sports.
It will be the first competition game of the new head coach Martin who has been in charge since he was appointed in the summer and will second qualifying round collision against Panathinaikos only a few days after their Champions League.
His first Scottish Premiership match in Ibrox will take place on Saturday, August 9, against Steven Presley's Dundee.
The first old sturdy collision of the season takes place on Sunday 31 August on Sky Sports while Celtic Travel to Ibrox, a fixture that could be the key, because Martin's side would close the gap on their city rivals this season.
The parties will meet again in Celtic Park on Wednesday 3 January – Live on Sky Sports – with their last pre -split meeting at Ibrox on 28 February.

Elsewhere, their first match against the Harten van Derek Mcinnes will be in Ibrox on Saturday 13 September, while Rangers are confronted with a trip to Livingston on Saturday 27 September opposite the two newly promoted clubs on Saturday 27 September, before traveling to Falkirk on 4 October.
Rangers will go to Easter Road – where they ended the last campaign – to face Hibernian on Wednesday 29 October, while the first collision against Aberdeen follows on November 1 in Ibrox.
Without a winter break this season, Rangers will be in December for six games – however, there are no competitions on Boxing Day. Instead, it will be Martin's on Saturday December 20 on Saturday December 27 on Saturday December 20 and then on Motherwell in Ibrox.
Ranger's last pre-split arms will take place on 11 April in Falkirk, with the competition campaign that will be closed during the weekend of 16/17 May and the play-off final that lays down a curtain on the procedure on 21 and 24 May.
