Casadei has organized a deal with Toro until 2029.
The Italy U21 International is moving to Toro for a fee of £ 12.5 million, with Chelsea also retaining a sale clause.
Casadei, 22, came to Chelsea in 2022 from Inter Milan.
With the blues he made 17 performances and also spent time reading and Leicester City.
