De Spiegel says that City is planning to bind £ 160 million to sign AC Milan -Midfielder Tijjani Reijnders and Bayer Leverkusen -attacker Florian Wirtz.
Both players are chased by large clubs throughout Europe.
City is ready to close deals with both Milan and Bayer in the coming days in the hope of having Reijnders and Wirtz available for the club World Cup.
Bayer wants £ 100 million to sell Wirtz, while Milan will demand around £ 60 million to renounce Reijnders.
City has the resistance to pay both asking prices in the first week of June, when the market will be open to the participants in the World Cup club.
