Manchester City has followed Morgan Gibbs-White and Florian Wirtz while adding new attacking Midfield players this summer.
City's new sports director Hugo Viana will start working next month and the club will then choose their priority goals for the upcoming window.
City has monitored many players and Gibbs-White and Leverkusen's Wirtz are one of them.
Kevin De Bruyne confirmed his departure from the club after 10 years last Friday, while Ilkay Gundogan's one-year contract will end, which means that there will be room for new additions in the attacking midfield areas.
Viana comes in for Txiki Begiristain, who is busy transferring the reins to the former sporting recruitment boss after he confirmed in October that he would leave at the end of the season.
Viana lived on Sunday at the 0-0 draw of City against Manchester United.
Gibbs-White has scored five goals and nine assists in 27 Premier League performances with Forest Challenging for a Champions League place.
The 25-year-old was first called to the England team last August and earned two caps.
Wirtz, 21, had scored 56 goals and gave 63 assists in 191 performances for Leverkusen since he made his senior debut at the age of 17.
He won the Bundesliga player of the season last term when Leverkusen won the Bundesliga and German Cup and played 29 times for Germany.
