Sacchi responded to the last defeat of Coppa Italia on Wednesday evening against Bologna.
The loss leaves Milan at the point of missing European qualification entirely with the Rossoneri who is eighth on the Serie A table.
Sacchi wrote in his column for La Gazzetta Dello Sport: “Seeing Milan in such a bad form makes me very sad, because I am tied to that environment, to the fans, to those colors. Looking at the final of the Coppa Italia, rightly lost to Bologna, confirmed what I have been a team since the start of this season.
“When President (Silvio) Berlusconi hired me, he told me that his goal was to win and convince. He wanted Milan to do a show, would entertain people. He had an idea and he knew how he could convey it to his employees. Do you think it is understood today as a company, an idea? It doesn't seem to me?”
Concuicao works in chaos
Sacchi also focused on football directors and their coaching agreements.
He continued: “The choice of the coach, at the start of the season, is fundamentally. Milan, on the other hand, first thought of taking (Julen) Lopetegui last summer, and then, in view of the fact that the fans were angry, they brought to the Portuguese (Paulo) Fonseca.
“The directors who made this choice made a serious mistake and then, halfway through the season, they thought it was best to eat their words and transfer the bank to Sergio Conukiçao, who in my opinion is the least guilty of all because he worked in general chaos.
“And in the end you will see that he will be the one to pay, because this is an old (and absurd) football law: with the coach so that we can sort things out.”
Transfer policy is not very useful
Sacchi is also not impressed by the approach of Milan of the transfer market, and insists that there are few indications for team planning.
He stated: “Milan is a group of players who have been bought randomly. I do not discuss their individual technical qualities, even if I could: the problem here is that it is not elements that a team can form.
“They go abroad to make purchases, and to be honest, I don't understand the reason, players come from different experiences and cultures, you have to try to mix them, but how is it possible to give a style?”
