Toro had fought against Lazio this month for the Italy U21 International.
And local sources say that Toro has now concluded an agreement with Chelsea and Casadei about a deal.
Toro will sign Casadei for a reimbursement of € 15 million, with Chelsea also a sale of 25 percent.
Casadei is today in Turin for a medical and to sign forms.
