The large draw was made for the round of 16. For the quarterfinals and semi -final, a smaller draw was performed to randomly allocate which parties will play the first stage at home. The same was done to assign the home team in the final.

New UEL 24/25 Draw format explained: how it works and what has changed?
There has been a big overhaul of the second competition of UEFA this season. Beyond are the days of the group of 32 teams, replaced by a 36-team competition. Each team plays eight games with the top eight that automatically qualifies for the round of 16, while the lower 12 are eliminated.
In the meantime, the teams that end between the ninth and 24th go into a play-off round to decide which eight teams will continue to the knockout section of the tournament. The round of 16, as part of the old format, continues with placed teams that play non-SEEDED teams, which leads to quarterfinals, semi-final and ultimately the final itself.
