Noni Madueke has received permission from Chelsea to undergo a medical with Arsenal.
The English International, 23, will not train with Chelsea in the United States on Friday and travel back to the UK instead.
An agreement has been reached on a £ 52 million ($ 70.38 million) deal, while personal conditions were previously agreed on a five -year contract.
Madueke will be the second player this summer to move from Chelsea to Arsenal this summer after goalkeeper Kepa Arrizabalaga made the movement through the capital for £ 5 million. Raheem Sterling, Jorginho, Kai Havertz and Willian also all moved from Stamford Bridge to Noord -Londen during the term of office of manager Mikel Arteta.

He appeared 80 performances for the club and recorded 20 goals and 13 assists.
The international in England is the fourth signing of Arsenal of the summer after the arrival of Arrizabalaga, Martin Zubimendi from Real Sociedad and Christian Norgaard from Brentford.
How Madueke has improved his game
Madueke is a direct dribbler who thrives in one-versus-one situations and is able to play on both flanks, with most of his minutes along the right wing.
Arsenal's focus on attacking those areas playing on Madueke's profile, and his skill Wijd would offer Arteta an extra option, and the chance to let Bukayo Saka and Gabriel Martinelli rest more often.
Madueke's dribbling is the most striking part of his game, with his speed and ability to go up both sides.
Last season, 33 percent of his total carrys in the Premier League were progressive, defined as more than five meters and the ball at least five meters to the goal of the oppositions – only Jeremy Doku (38 percent) had a higher share among players who played at least 900 minutes.
Further on the right flank, Madueke dribbles theoretically on his weaker foot on the outside, but his ability to use his right foot to hit the goal or choose one of his teammates is actually one of his strengths.
Another feature of Madueke's game is his ability to make shooting situations for himself. The fact that he is able to shoot with both feet from different angles makes him unpredictable, and that is supplemented with his talent in opening shots by taking small touches off the ball.
