Howard Webb gives verdict on Everton’s overturned penalty against Man United

PGMOL Chef Howard Webb says VAR was right to destroy Everton's penalty against Manchester United, but says that the referee should have seen another perspective of Matthijs de Ligthijs de Ligt's Pull on Ashley Young.

Three minutes after the added time of Everton's 2-2 draw with Manchester United last month, Young Theatral in the United Box fell under pressure from both De Ligt and Harry Maguire.

Referee Andy Madley pointed to the place – but Var Matt Donohue sent him to the pitchside monitor to revise his decision.

It seemed that De Ligt had pulled the Young shirt when he tried to hold on to a loose ball, causing the fall to be fueled. Maguire then put his hand on Young.

What the officials said:

VAR: Possible punishment, given on the field. Checking the decision on the field of the punishment.

Replay operator: I have a High -Abehind if you prefer.

VAR: Show me the left hand of Maguire.

Assistant VAR: The broadcast does not show Maguire.

VAR: No, I need a different perspective to see what the left hand of Maguire does.

Avar: Is it Maguire or are they the other players, with the left hand?

VAR: He has described the left hand of Maguire.

Avar: There is another player next to Maguire.

VAR: There is also the Ligt. What are the actions of De Ligt? Minimal. Do you have the feeling that the left hand of Maguire Young makes it fall that way? I see no action from the defender. I don't see a penalty there, I'm going to recommend a review on the field.

Avar: It is not a sustainable grip for me.

VAR then recommends that the referee goes to the monitor to view the decision.

VAR: You describe the left arm of Maguire. I just want you to analyze if you think Ashley Young falls the way he does.

Ref: There is a contact. I felt that his arm was much further around him than it actually is and I think Young is trying to get the best out of the real decision.

VAR: Before you leave the screen, simply consider the actions of De Ligt. Again, I don't believe there is a mistake, but I just want you to look for them for you.

Ref: I don't see anything of De Ligt, so I am happy to restart the game with a drop -ball.

VAR: confirmed, restart with a drop -ball.

Howard Webb's Judgment:

“The referee has clearly punished Maguire in this situation. He believed that Maguire pulled young with his left hand and he describes that. The VAR knows that and it will be the starting point of the check.

“When the VAR looks at it, Maguire does not do what the referee perceives him to have done in real time. He sees a touch, but no appetite from Maguire. There is also no contact with a lower body. Young steps over Magire's leg and then spreads his leg and goes to the ground.

“It is not a mistake by Maguire. The award of a penalty is clear and clearly wrong in our opinion and that of the VAR.

“You hear the Avar ask about De Ligt and if he makes a violation or not. They know that he may have done something.

“They ask the referee on the screen to consider the actions of De Ligt, but I absolutely accept that the corners that are currently present at the referee are not a clear enough picture of what the Ligt does.

“They have to show him the corners earlier on the screen. I am not saying that the actions of De Ligt are a mistake, but they have to show a different perspective to make a determination on the screen.

“Some of these angles were shown during broadcast and I think that is where part of the criticism came from about how this process took place.

“We talked about how not all contacts are a wrong contact – just because you have a small tugboat does not mean that it is something that you punish.

“We try to look for the impact of that action and the way Young falls forward, he spreads his legs, in my opinion, does not correlate with the amount of contact you see from De Ligt.

“We don't think this meets the threshold of a fine in itself. That was the image of the referee on the screen and the corner behind the goal was shown.

“I am pretty sure that he would have come to the same decision, but people can see that he has seen the complete information.”
